REQUEST for QUALIFICATIONS
(RFQ)
Three qualified proponent teams have been short-listed to participate
in the request for proposal (RFP) stage of the competitive selection
process to design, build, finance, and operate (DBFO) the improvements
to Sea-to-Sky Highway. The three short-listed teams are:
- Black Tusk Highway Group
- S2S Transportation Group
- Sound Highway Development Consortium
Five proponent teams responded to a request for qualifications
(RFQ). The short-listed proponents have successfully demonstrated
their experience, capability and capacity to manage traffic during
construction, and to operate and maintain the highway over the term
of the DBFO agreement. May

The Fairness Reviewer, Hon. W.J. Wallace, Q.C., has reviewed the
RFQ process and found that the evaluation was fair and unbiased.
